are used in many commercial ventures including film and music and not
considered illegal. The illegal part starts and ends with copyright issues. I
think the U.S. has taken a middle of the road approach to try to appease 
everyone, and coming on stronger could well have had devastating results
for Internet Service Providers and hurt the whole industry. Yet the message is clear in a vague sort of way that matters shall be dealt with. I think France, the Netherlands,England and other countries have yet to make clear what their policy is going to be. All is not cast in stone - yet...<br/><br/>
